Can’t Use Marketplace? Update to Windows Phone 7.5. Now you really should not be surprised! because Microsoft made it very clear that you will not be able to use Windows Phone Marketplace as long as you are still using Windows Phone version below 7.5.
So, at this point, if you can not download, purchase, update, or review applications in the Marketplace - both on the phone and on the web, it's because you do not update to the Windows Phone 7.5.
